The Business Attraction and Assistance Program (BAAP) provides the ability to grant private business ventures financial assistance which primarily supports economic development activities such as Restaurants and Retail. The goals are structured to promote Upland’s Downtown as a positive place for quality business, promote business expansion and attraction, to enhance local economic growth and ensure that government regulations promote a favorable business climate.
Community Development Block Grant (CDBG) funds will support business development likely to increase levels of employment for low and moderate-income residents of Upland.
The purpose of this economic development assistance is:
- Job creation and/or retention for low- to moderate-income (LMI) persons
- Improving commercial opportunities and availability of goods and services for those working and living within Upland’s Downtown and surrounding areas
- Creating opportunities for recruiting new businesses to fill commercial vacancies in Downtown
- Creating opportunities for business expansion of existing Upland businesses
Continuity of Operations (COOP) planning is vital for small businesses to survive disasters, with roughly 80% failing to reopen after a major disruption. A COOP plan ensures essential functions continue during crises (natural disasters, cyberattacks, pandemics), minimizing downtime, protecting assets, and enabling quick recovery to avoid permanent closure. The Riverside Urban Area Security Initiative (UASI), a regional program managed by the City of Riverside Office of Emergency Management is a cooperative multi-jurisdictional, multi-disciplinary initiative whose mission is to enhance the capabilities and capacities within the Greater Inland Empire Region to prevent and protect against from threats or acts of terrorism.
