CDBG

CDBG funds support programs and services that benefit low- to moderate-income residents and improve community infrastructure and quality of life.

Community Development Block Grant Program

The Community Development Block Grant (CDBG) is an annual grant the City of Upland receives from HUD. It is distributed based on a formula and must support at least one of three goals:

           1. helping low- and moderate-income residents
           2. addressing slum or blight conditions
           3. Urgent need i.e., emergency assistance for disaster relief

Cities that receive these funds (entitlement communities) set their own priorities, focusing mainly on low- and moderate-income populations, and use the money for neighborhood revitalization, economic development, and community services and facilities.

Proposed Goals of Upland’s CDBG Program:

  1. Improve infrastructure
  2. Preserve the supply of affordable housing
  3. Ensure equal access to housing opportunities
  4. Provide public services for low-income residents
  5. Prevent and eliminate homelessness
  6. Strengthen economic opportunity through business and job creation
  7. Improve public facilities
