SPECIAL BENEFIT & EXEMPTIONS FOR ALL VETERANS!
The City of Upland supports all Military Veterans and offers the following benefits or exemptions for any Veteran seeking to obtain a City of Upland Business License Tax Certificate. The City of Upland offers a free business license tax certificate to all disabled Veterans! Additionally, the following exemptions for non-disabled veterans are now available:
- Exemption from the $20.00 business license application fee.
- Receive a $100,000 credit towards calculation of business tax based on gross receipts; or
- Receive a $108 credit towards calculation of the business tax based on professional, semiprofessional, manufacturers, processors, administrative offices, and residential property rentals.

SB 1186- Disability Access Requirements (State CASp)
Required by California State Law
This fee is shown as CA Senate Fee SB-1186 on your Business License Application form. The City is required to remit a
portion of the fee to the State of California and appreciates your cooperation in complying with the law.
SB 1186 - Disability Access this bill imposes on January 1, 2013 through December 31, 2018, an additional state fee of $1.00 on any applicant for a local business license or equivalent instrument or permit, or renewal thereof, for purpose of increasing disability access and compliance with construction related accessibility requirements, and developing educational resources for businesses to facilitate compliance with federal and state disability laws, as specified.
Assembly Bill 1379 was passed on October 11, 2017, which extends the assessment of the fee indefinitely and increases the State mandated fee from $1.00 to $4.00 from January 1, 2018, until December 31, 2023. The City is required by law to inform you of the following: Under Federal and State law, compliance with disability access laws is a serious and significant responsibility that applies to all California building owners and tenants with buildings open to the public.

Important Notice: A New City of Upland Business License is Required
When the following changes occur, you are required to submit a new business license application in order to receive a new business license tax certificate:
- Change in ownership to the business; a new owner
- Change in ownership type (LLC, Sole Proprietorship, General Partnership, Limited Partnership, Corporation)
- Change in business location (requires new zoning clearance and certificate of inspection)
- Change in the EIN number

NEW: The City of Upland has partnered with the California Franchise Tax Board to collect through garnishment, unpaid delinquent business license taxes and fees and unpaid delinquent administrative citation fines for business licensing. How to prepare pre-inspection
Make sure the business license tax certificate is in the current business owner's name.- Make sure the business license tax certificate has the correct business address listed.
- Confirm that all applicable gross receipts have been submitted.
- Pay any delinquent business license taxes and fees.
- Per the UMC (Upland Municipal Code), the business license tax certificate must be posted in a conspicuous place inside the business.
Understanding Your City of Upland Business License Tax
The business license tax and fee schedule are based on annual gross receipts with applicable additional fee categories. Select the PDF to learn more about what you can expect your business license tax to be.
Upon completion and submission of your business license application, you will receive a permanent renewal date of June 30th or December 31st. Prior to your renewal date, HDL will send you reminder notices with the attached invoice. Please remember to notify HDL as soon as possible when there are any changes to your contact information (email and mailing address). Penalty fees and non-compliance fines will start accruing on your business license tax account, if your business license tax payment is not received within 30 days of your business license renewal date. Additionally, you may receive an administrative citation for a delinquent business license tax account.
Understanding the PBIA Tax (Parking & Business Improvement Area)
The PBIA Tax is an additional voluntary tax that a business owner is required to pay, if their business property/location has been identified in a Parking & Business Improvement Area assessment zone. There are different PBIA tax rates according to specified business locations. Administrative Citations
Administrative Citations are issued for non-compliance with the Upland Municipal Code. The penalty fees listed on an administrative citation are separate penalty fees than those which are assessed on the delinquent business license tax account(s). If you have received an administrative citation, it is important to follow the instructions on the front and back of the citation in order to resolve the issue. The administrative citation fees for business licensing violations and/or delinquent business license tax accounts are as follows:
- 1st Citation: $300.00
- 2nd Citation: $550.00
- 3rd Citation: $1,050.00
The penalty fees are per violation. For example, it is possible to receive one citation with multiple violations listed.
