Zoning Clearance Required
A Zoning Clearance is required for:
- All businesses operating or proposing to operate within the city
- Any use of land within the city

Home-Based Businesses
Home-based businesses must submit a Home Occupation – Zoning Clearance Application. For the home occupation - zoning application click link above.
Some uses that may impact residential neighborhoods may also require an Administrative Use Permit (AUP).
Application Submittal and Review
Zoning Clearance applications must be submitted online through the Citizen Self-Serve application porta (click link).
To submit the application:
After you have selected “Zoning Clearance” the portal will walk you through the submittal. When the application is submitted, The Planning Division will review the application for completeness and determine if the proposed use is allowed at the proposed location.
- The Planning Division reviews applications for completeness and zoning compliance.
- If additional information is needed, staff will contact the applicant.
- If approved, applicants must acknowledge the approval conditions before it becomes effective.
- If the use is not permitted, a written denial will be provided.
Once approved, the Zoning Clearance must be submitted as part of the business license application.
Additional Requirements
Prior to occupying a building or tenant suite:
- A Certificate of Inspection from the Building and Safety Division is required
- Tenant improvement permits may be required, depending on the project

Other Planning Approvals
Depending on the proposed use, additional approvals may be required:
- Administrative Use Permit (AUP):
Required for uses that may be appropriate for a zone but require review of site-specific impacts. Approved by the Development Services Director. - Conditional Use Permit (CUP):
Required for uses that require a higher level of review due to potential impacts. Approved by the Planning Commission. - Development Plan Review (DPR):
Required for certain projects involving site or building modifications. Ensures consistency with the General Plan, site design, circulation, and community character. Approval authority may be the Development Services director or Planning Commission.
