Most Planning applications may be submitted online through the Citizen Self Service Portal (CSS) and are processed during regular business hours in the order received.

Planning Commission Meetings
The Planning Commission meets on the fourth Wednesday of each month at 6:30 p.m. in the City Hall Council Chamber.

Note: Once zoning and land is verified, you may proceed with the 3-Step process to obtain a business license, starting with applying for a Zoning Clearance with Planning.
Property owners should first contact the Planning Division at (909) 931-4130 to verify zoning requirements, including setbacks and whether the property has a historic designation.
After preparing scaled plans—such as a site plan, floor plans, elevations, square footage, setbacks, and lot coverage—applications and required materials must be submitted for review. Submittals must include a detailed site plan and written authorization from the property owner approving the proposed event or filming activity.
The General Plan is the City’s long-range policy document that establishes goals, policies, and a vision for future development. State law requires every city to adopt and maintain a General Plan.
The Zoning Code implements the General Plan by regulating land uses and development standards. It is intended to ensure orderly development, provide a clear review process, and include design guidelines to assist property owners and staff.
