Park & Open Space Master Plan RFP

The City of Upland is seeking proposals from qualified consulting firms with demonstrated expertise in recreation facility planning, community engagement, recreation program assessment, financial analysis, and organizational analysis to prepare the City’s first comprehensive Parks and Open Space Master Plan. The purpose of this plan is to provide a strategic, data-driven framework to guide the development, enhancement, and sustainability of the City’s parks, recreational facilities, programs, and services over the next 10–15 years. The selected consultants will work collaboratively with City staff, community stakeholders, and the public to assess current conditions, identify community needs and priorities, evaluate organizational and financial resources, and recommend actionable strategies to ensure the City of Upland’s parks and open space system continues to serve residents with quality, accessible, and inclusive opportunities.  Bids shall be submitted via PlanetBids before 5:00 p.m. on Tuesday, September 30, 2025.
