The Citizen Self Service (CSS) Portal is the City of Upland’s online system for permits and inspections. It allows residents, businesses, and contractors to apply for permits and manage projects using a computer or mobile device.
Many Building and Safety permits can be applied for and issued online. Applicants must have a valid email address and the ability to print permits, invoices, and job site inspection cards.
