Division Overview
The Building and Safety Division provides efficient, knowledgeable, and professional services to the community, ensuring that new construction and development comply with adopted safety standards and that existing buildings are maintained in a safe condition.

Online Permitting Requirement
All Building and Safety permit applications must be submitted online through the Citizen Self Service (CSS) Portal

Permit applications may be submitted online at any time and are processed during regular business hours in the order received. Permits are not reviewed during the winter closure.

CODES IN EFFECT

The City of Upland has adopted the 2025 CALIFORNIA BUILDING CODE.
The UPLAND MUNICIPAL CODE: TITLE 15 contains the City’s Building and Construction Codes.

How can I review copies of plans and/or permits?

Permit records may be searched through the City’s Citizen Self Service (CSS) Portal in the Public Information section (click link).

Use the Search drop-down menu, select Permit, and enter the property address to view available permit information.

If you are unable to locate a permit, please contact the Building Division at (909) 931-4110 or submit a Public Records Request through the City Clerk’s Department (click link).

Do I need a permit to build a fence?

Permits are not required for fences 6’ or less or for block walls 2’ or less.

How early am I allowed to begin work on my construction project?

Construction is permitted weekdays, from 7:00 a.m. to 6:00 p.m.

How do I know if I need a building permit?
