Online Permit Requirement

The City of Upland Building and Safety Division accepts building permit applications online only.

Citizen Self Service Portal (CSS)

The Citizen Self Service (CSS) Portal is the City’s online permitting system for residents, contractors, and businesses performing construction within the City of Upland.

The CSS Portal allows users to:

  • Apply for building permits
  • Upload construction plans
  • Pay permit fees
  • Track permit status
  • Schedule inspections

How to Apply

  1. Access the CSS Portal.
  2. Complete all fields marked Required. Note: If a required field does not apply to your project, enter 0 (zero) to continue.
  3. Upload required construction plans.
  4. Submit payment.

Payment Method: Credit card only.

Plan Submittal Requirements

All permits issued through the CSS Portal require applicants to upload construction plans as part of the application process, unless otherwise noted.

Minimum submittal requirements:

  • Residential Room Additions
  • Commercial / Industrial Projects

How-to guidelines for the CSS Portal

All new users to the CSS Portal must register for an account in order to apply for a permit, see permit updates, make payments or schedule an inspection.  Once logged in, all permits associated with the applicant's account will be available for viewing online. Guest users can only view permit history for a specific address within the City’s boundary limits.

NOTE TO CONTRACTORS:

All state of California licensed general or specific trade contractors performing work in City of Upland are required to have a current business license. If you do not have a current business license, or you need to apply for a business license, please contact Upland’s business support center at (909) 348-0460 or online at http://upland.hdlgov.com.

You WILL BE required to upload a copy of your contractor’s license and business license during the application process (A .pdf or .jpeg photo is acceptable)
