Regular Meetings of the City Council
Regular City Council meetings are held on the second and fourth Monday of every month at 6:00pm (except for the fourth Monday in August and December) in the City Council Chambers, at Upland City Hall. If Closed Session is required, the meeting is called to order at 4:00pm (it may be adjusted to a later time based on the number of items on the closed session agenda) followed by the Council recessing to Closed Session. The Council reconvenes in open session at 6:00pm to address items listed on the agenda. All items are open to the public except for Closed Session.
Public Participation
Members of the public may address the City Council on any item listed on the agenda or on matters within the jurisdiction of the City Council during the designated public comment period. We request that you attend in person and complete a Public Speaker Form and submit it to the City Clerk before the meeting begins. Speakers will be asked to approach the lectern and state their name for the record but are not required to do so. Public comments are limited to three minutes. Written public comments may be submitted to the City Clerk's office at UplandCityClerk@UplandCA.gov and will be distributed to the City Council.

Members of the public may request to receive City Council agendas via email by contacting the City Clerk’s Office at UplandCityClerk@UplandCA.gov or calling 909-931-4120. Electronic agenda distribution is provided at no cost.
