New Homeownership Opportunity- Towns on FirstTowns on First Homes

The City of Upland has partnered with City Ventures to bring new homeownership opportunities to the community through the Towns on First residential development.

Eligibility Requirements:

The City of Upland partners with Neighborhood Partnership Housing Services (NPHS) to screen and qualify homebuyers. NPHS reviews and underwrites applications, then submits approved applicants to the City for final review.

Affordable Homeownership:
  • Home price: $400,000
  • Down payment assistance: Up to 50%
  • Resale restrictions Apply
The Homes:
  • 2-bedroom, 2.5-bath townhomes
  • 2-car tandem garage
  • Solar-powered homes for energy efficiency

Emergency Repair Program for Homeowners (ERP)

*PROGRAM HAS A WAITLIST* The Emergency Repair Program provides a grant for emergency repairs to single-family homes and mobile homes of very low-income families.  The grant is available to income eligible homeowners who live within Upland's city limits, on a first come, first serve basis, subject to annual appropriation caps.

Manufactured Home Improvement Program (M-HIP)

*PROGRAM HAS A WAITLIST* The City of Upland’s Manufactured Home Improvement Program (M-HIP) offers deferred, no-interest loans of up to $90,000 for rehabilitation work on owner-occupied manufactured homes located within city limits. The program is designed to assist lower-income homeowners who need critical repairs but are unable to secure traditional financing. Funding is provided by the California Department of Housing and Community Development and the U.S. Department of Housing and Urban Development. Assistance is available on a first-come, first-served basis and is subject to annual funding limits.

*PROGRAM ON HOLD* The City of Upland’s Housing Improvement Program (HIP) offers deferred low- or no-interest loans of up to $90,000 for rehabilitation work on single-family, owner-occupied homes within city limits. The program is intended to assist lower-income homeowners who need essential repairs but are unable to obtain traditional financing. Funding is provided by the California Department of Housing and Community Development and the U.S. Department of Housing and Urban Development. Assistance is offered on a first-come, first-served basis and is subject to annual funding limits.

First Time Home Buyer Program (FTHB)

*PROGRAM ON HOLD* The Housing Division of the Development Services Department provides low interest loans for First Time Home Buyers (FTHB) through federal grants.  When funds are available, this program helps individuals and families who wish to purchase a home, but are unable to qualify and/or come up with the necessary down payment without financial assistance. A program loan is a second mortgage; a 3% simple interest bearing loan with all payments deferred until the first occurrence of sale, refinancing, full payment of the first mortgage, or 30 years. The current Fiscal Year funds for the First Time Home Buyer Program are available until exhausted.  Once the funds have been expended, the City will accept applications for a waiting list for future funds.
