Successor Agency

INFORMATION

The Oversight Board of the Successor Agency to the Upland Community Redevelopment Agency is a required function due to the implementation of Assembly Bill X1 26 which dissolved all redevelopment agencies effective February 1, 2012.

Upon dissolution, Successor Agencies were formed to wind down the former redevelopment agency functions.  On August 13, 2011, the City Council elected to become the Successor Agency and on January 23, 2013, the City Council elected to become the Housing Successor Agency to handle all low and moderate housing functions of the former agency. 

Under Health and Safety Code 34179, all Successor Agencies are to have an Oversight Board comprised of seven (7) members representing various taxing agencies to include the City, County, Community Colleges, School District and the largest taxing entity in the former redevelopment area.   

Meetings are to be held on the second and fourth Thursday of the month, at City Hall in the Council Chambers at 3:00 p.m.  If there are no items for a meeting, the meeting will be canceled due to a lack of business.

Long Range Property Management Plan

Pursuant to Health and Safety Code section 34191.5, within six months after receiving a Finding of Completion from the Department of Finance (Finance), the Successor Agency is required to submit for approval to the Oversight Board and Finance a Long-Range Property Management Plan (LRPMP) that addresses the disposition and use of the real properties of the former redevelopment agency.
