2021-2029 Housing Element Update

The City of Upland has embarked on updating the Housing Element.  The Housing Element is one of seven required elements to be included in the City's General Plan.  The Housing Element identifies priority goals, policies, and programs that directly address the housing needs of current and future City residents for all income levels.  The Housing Element is required by State law to be updated every eight years.  This next cycle will cover the planning period from 2021 to 2029.

The Housing Element Update will demonstrate how the City’s share of regional housing needs growth will be accommodated for the eight-year planning period.  The State forecasts the need for housing based on population projections, employment, and household growth.  Each City must show how it will accommodate its need through designating areas for the City’s share of housing allocation.  The City of Upland’s allocation for the 2021-2029 planning period is 5,686 units.

2021-2029 Housing Element Update (5th Draft)

ADDED (5/9/24): The 5th draft is now available for review from May 9, 2024 through May 16, 2024. Written comments may be submitted via email to HousingElement@uplandca.gov
