City Council Agendas/Minutes
The regular City Council meetings are held on the second and fourth Mondays of each month, except for August and December. The last meetings in August and December are permanently cancelled by Resolution No. 6520, adopted by the City Council on December 9, 2019. If Closed Session is required the meeting is called to order at 5:00 p.m. (this may be adjusted to a later time based on the number of items on the closed session agenda) followed by the Council recessing to Closed Session. The Council reconvenes in open session at 7:00 p.m. to address items listed on the Agenda. You can click on the Agenda or Packet below for information pertaining to the meeting you wish to attend.
The City Clerk prepares an agenda prior to each City Council meeting. The agenda contains a brief description of each item to be considered. Agendas are available at City Hall and the Upland Library 72 hours before each meeting and 24 hours prior to a Special Meeting.
For agendas, packets, and minutes prior to 2018 you may search our transparency portal on our website.
Due to the ongoing emergency concerning the COVID-19 virus, masks are required in all city facilities regardless of vaccination status. Residents are encouraged to observe the City Council meetings remotely via livestream on the City website, Spectrum Cable TV Channel 3, or Frontier Cable TV Channel 26.
Remote participation for public comment is encouraged at this time. For detailed guidelines for remote participation in the meeting please click here and then download the PDF guidelines listed under current agendas. These guidelines may be updated, as needed, up to and during the meeting to implement guidance and direction from the San Bernardino County Department of Health and other government authorities.
