In May 2019, Rosemary Hoerning was appointed by the City Council to serve as the Interim City Manager and then to City Manager in February of 2020. Prior to becoming City Manager she was Upland Public Works Director/City Engineer, a position which she has held for over eight years. Before rejoining Upland, Rosemary served as the Director of Municipal Utilities and Engineering for the City of Redlands. Rosemary also serves as the General Manager for West End Consolidated Water Company and as a Director for the Pomona Valley Protective Association.
Rosemary has work experience serving municipalities such as Long Beach and Ontario. During her career she worked on a number of significant projects, including the Ontario International Airport Terminal Expansion, the Ontario Mills Mall development, the Long Beach Power Center, the Redlands Promenade and the Upland Basin Storm Water Management and Imported Water Recharge facility.
City Manager Rosemary Hoerning’s education and certifications include: a Master’s Degree in Public Administration, Bachelor’s Degree in Civil Engineering and State of California Licenses as a Professional Civil Engineer and a Land Surveyor.
As City Manager, I am excited to work for the City Council and with all city employees to guide Upland in a positive direction to maintain and improve City services.
