SUBMITTING PLANS & PERMIT ISSUANCE DURING COVID-19
During the COVID-19 pandemic crisis, and until further notice, the City of Upland Building and Safety Department is closed and public access is restricted. However, staff is accepting and processing permit applications in a number of ways:
- Many construction permits may be issued online (e.g.replacing water heaters, HVAC systems, electrical main service panels, etc.). Please visit https://www.uplandca.gov/building-and-safety-forms-fees-applications to review the applicable handout for your project. If you project does not require building plans, please download the Building Permit Application shown on this website, complete the form and return it to BuildingandSafety@ci.upland.ca.us (please be sure to use the keyword "plan check" so your email is not caught in our spam filter). Staff will contact you for the permit fee payment, which is by Credit Card ONLY.
- For Patio Covers and Roof-mounted PV Systems, plans may be submitted by email if their size is 11" by 17", not larger, not smaller. Larger plan sizes are acceptable but must be delivered to the drop-off bin cited in Comment 3 below. Also, the Building Permit Application and Clearance Form must be completed and submitted with the plans. Staff will contact you for the permit fee payment, which is by Credit Card ONLY.
- For projects that do not comply with Comments 1 or 2 above, or plans reviewed by staff with comments to be returned to the applicant and plans that are ready for permit issuance, a drop-off and pick-up bin is available at the Employee East Entrance, Upland City Hall - 460 North Euclid Avenue - between 8:00am and 5:00pm, Monday through Thursday. Also, the Building Permit Application and Clearance Form available at the website cited in Comment 1 above must be completed and submitted with the plans. Staff will contact you for the permit fee payment, which is by Credit Card ONLY; however, some exceptions apply and will be discussed by staff at the time of permit issuance.
