Environmental Review

This section of the website contains California Environmental Quality Act (CEQA) documents for public review. Documents may include Notice of Availability (NOA), Notice of Intent (NOI), Initial Studies (IS), Negative Dedications (ND), Mitigated Negative Declarations (MND) and Environmental Impact Reports (EIR). During the public review period, members of the public are encouraged review and submit comments in writing via email, mail or in person at Upland City Hall.

The Upland Memorial Park Revitalization Master Plan Project

The Initial Study/Mitigated Negative Declaration (IS/MND)  is being circulated for a 20-day public review period beginning on Friday, May 21, 2021 and ending on Wednesday, June 9, 2021, pursuant to Section 15105 (b) of the CEQA Guidelines. Comments should be mailed or delivered to the City, at the address below no later than 6:00 PM on Wednesday, June 9, 2021. Submittal of written comments via e-mail is also acceptable.

Project Location:  The project site is located at 1200 E. Foothill Boulevard in Upland, California. The 40-acre park site is situated between Foothill Boulevard to the north and San Bernardino Avenue to the south, and west of Grove Avenue and east of Hospital Parkway.

  • Latitude 34° 6’ 21.94” North, Longitude 117° 38’ 03.98” West  (centroid of the park)
  • APNs: 1046-21-01, 1046-21-03, 1046-131-03, 1046-131-04, 1046-183-10, and 1046-183-01.

Project Description:  Upland Memorial Park comprises 40 acres and currently offers baseball/softball fields, basketball court, picnic tables/shelters, a skate park, barbeque facilities, a day care center, band shell, a playground and parking. Proposed improvements include, but are not limited to, a new children’s playground area, new central greenbelt and outdoor amphitheater, new splash pad, new open turf grass play area, new picnic areas, multi-use recreational facility, new multi-sport playfield, new expanded parking area, new landscaping, renovation of existing features and facilities, and supporting infrastructure upgrades.

The City is proposing to mainly upgrade and rehabilitate existing facilities throughout Memorial Park, although some new facilities will be added to meet current community recreational needs. While it is anticipated construction of all the planned improvements may take up to three years, a construction time of one year was assumed as a “worst case” estimate for potential impacts.

Public Hearing Date: Special City Council meeting on Thursday, June 10, 2021, at 5:30 p.m., in the Council Chamber of Upland City Hall, 460 N. Euclid Avenue, Upland, CA 91786.

Bridge Point Upland Initial Study/Mitigated Negative Declaration

The Draft IS/MND is being circulated for a 37-day review period beginning December 16, 2019, pursuant Section 15105(b) of the CEQA Guidelines. Persons responding are urged to submit their comments in writing. Comments should be mailed or delivered to the City, at the address below no later than 6:00 PM on January 21, 2020. Submittal of written comments via e-mail is also acceptable.

Villa Serena Specific Plan Project Initial Study/Mitigated Negative Declaration

The Draft IS/MND was circulated for a 20-day review period beginning November 13, 2019 and ended on Monday, December 2, 2019, pursuant Section 15105(b) of the CEQA Guidelines.  In response, the City received comments from 15 individuals and the formal response to comments can be found below.
