Emergency Repair Program for Homeowners (ERP)

The Emergency Repair Program provides a grant for emergency repairs to single-family homes and mobile homes of very low-income families.  The grant is available to income eligible homeowners who live within Upland's city limits, on a first come, first serve basis, subject to annual appropriation caps.

We are currently accepting applications by appointment ONLY. See ERP checklist for documents required to apply.

First Time Home Buyer Program (FTHB)

*PROGRAM ON HOLD* The Housing Division of the Development Services Department provides low interest loans for First Time Home Buyers (FTHB) through federal grants.  When funds are available, this program helps individuals and families who wish to purchase a home, but are unable to qualify and/or come up with the necessary down payment without financial assistance. A program loan is a second mortgage; a 3% simple interest bearing loan with all payments deferred until the first occurrence of sale, refinancing, full payment of the first mortgage, or 30 years.

The current Fiscal Year funds for the First Time Home Buyer Program are available until exhausted.  Once the funds have been expended, the City will accept applications for a waiting list for future funds.  For more information, or if you have any questions, please contact the Housing Division at  (909) 931-4300.

Housing Improvement Program (HIP)

*PROGRAM ON HOLD* The City of Upland Housing Improvement Program (HIP) provides deferred low or no interest loans of up to a maximum of $90,000 for rehabilitation work to single-family owner-occupied homes located within city limits.  This program targets lower income homeowners who are in need of housing repairs and cannot otherwise secure conventional funding to make said repairs. The funding for this program comes from the State's Housing and Community Development Department, the U.S. Department of Housing and Urban Development. Funding is available on a first come, first serve basis, subject to annual appropriation caps. Permanent Local Housing Allocation (PLHA) Program

The PLHA program, funded by the California Department of Housing and Community Development (HCD), provides grants to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities, with Homeless Assistance Services and Affordable Rental Housing Acquisition and Rehabilitation. For more information, or if you have any questions, please contact the Housing Division at  (909) 931-4300.
