FAQ - Frequently Asked Planning Questions

What do I need to obtain a Sign Permit?

Please contact the Planning Department to determine the zoning designation of your property and whether an approved sign program is already in place. If a sign program has been approved, it will specify the signage requirements applicable to the property.

How do I obtain a City Business License?

You must first verify with the Planning Department that the proposed business use is permitted within the zoning designation for your property. Once the use is confirmed as allowed, you may apply for a City Business License through HDL Companies at upland.hdlgov.com or by calling (909) 348-0460.

What is a General Plan and what is the Zoning Code?

The General Plan serves as the City’s long-range blueprint, outlining goals, policies, and the overall vision for future development. State law requires every city to adopt and maintain a General Plan.

The Zoning Code implements the General Plan by regulating land uses and development standards. It provides for orderly development, a streamlined review process, and Design Guidelines to assist property owners and staff.

How can I find the Zoning and General Plan designation for my property?
